Uruguay – Draft amendment to GMC Resolutions Nº 50/97, 53/98, 51/00, 08/06 and 09/07 on food additives

Draft Resolution Nº 01/25, prepared within the scope of the Food Commission (CA) of MERCOSUR’s Working Subgroup Nº 3 “Technical Regulations and Conformity Assessment” (SGT Nº 3), which introduces amendments to GMC Resolutions Nº 50/97, 53/98, 51/00, 08/06 and 09/07 on food additives, has been published for public consultation on the Digital Citizen Participation Platform.

The document submitted for public consultation proposes the inclusion of different additives, with their respective functions and concentration limits, in various food categories. On the one hand, rosemary extract, INS 392, is considered to have an antioxidant function in bakery and biscuit products, industrial culinary preparations, sauces and condiments, and cereals and cereal-based products. On the other hand, the additives tetrasodium diphosphate, INS 450(iii), and calcium sulfate, INS 516, with stabilizing and acidity regulating function, are proposed for inclusion in jams. The allocation of additives and their maximum concentrations for the aforementioned food categories are regulated by GMC Resolutions Nº 50/97, 53/98, 51/00, 08/06 and 09/07, whose modification is proposed in the document submitted for consultation.

Brazil – ANVISA publishes 7th edition of the Guide to Questions and Answers on Food Additives and Adjuvant Technology

Two questions were included in the 7th edition (in Portuguese), one on the designation of phosphates in the list of ingredients (question 32) and the other on the form of expression of the limit of paprika extract in processed or processed cheeses (question 81).

The E-Government and Information and Knowledge Society Agency has published for public consultation Draft Resolution No. 03/23 Revision 1, prepared within the scope of the Food Commission (CA) of the MERCOSUR Working Subgroup No. 3 “Technical Regulations and Conformity Assessment” (SGT No. 3), which introduces amendments to GMC Resolutions No. 53/98, 54/98, 07/06 and 08/06 on food additives.
The document submitted for public consultation includes beta-carotene from Blakeslea trispora, INS 160a(iii), with coloring function and certain maximum concentration limits, as a food additive for food categories 3. Edible ice cream, 5. Jams (Candies, Tablets, Confectionery, Chewing Gums, Nougats, Cocoa and Cocoa Products, Chocolates, Bonbons, Filled Baths and other Similar Products), 13. The allocation of additives and their maximum concentrations for these food categories are regulated by GMC Resolutions Nº 53/98, 54/98, 07/06 and 08/06 respectively.

Brazil – ANVISA proposes to modify the regulation on food additives

The National Health Surveillance Agency (ANVISA in Portuguese) has published Public Consultation No. 1.300/2024, proposal for normative Instruction amending Normative Instruction – IN No. 211, dated March 1, 2023, which establishes the technological functions, maximum limits and conditions of use of food additives and technological aids and authorized for use in food.

The National Health Surveillance Agency (ANVISA in Portuguese) has published Public Consultation No. 1.299/2024, Proposed Normative Instruction amending Normative Instruction – IN No. 211, dated March 1, 2023, which establishes the technological functions, maximum limits and conditions of use of food additives and technological aids authorized for use in food.
