Mexico – Ministry of Economy has postponed the third phase of the front labeling of food products

The Ministry of Economy (SE in Spanish) has postponed the implementation of the third phase of front labeling for food products until 2028, which was originally scheduled to commence on January 1st. The reasoning provided was to “avoid generating negative economic impacts on the inputs that make up the food baskets of various social assistance programs,” despite the fact that the labels do not lead to an increase in product prices.

In an agreement published today in the Official Journal of the Federation (DOF in Spanish), the agency led by Marcelo Ebrard Casaubón stated that, due to their characteristics, the products included in the food baskets of social programs “are not susceptible to reformulation” and represent “nutrient-dense foods” for the “approximately over 9 million” beneficiaries of these programs.

Peru – Regulatory framework for food security in the Andean region analyzed

Aspects related to the regulatory framework of food security with nutritional quality were examined on Thursday, the 31st, during the session of the Special Commission for the Fight Against Hunger of the Andean Parliament, led by the Andean parliamentarian from Peru, Fernando Arce Alvarado.

During the meeting, it was revealed that the Andean Parliament is developing a regulatory framework for school feeding in the region, aiming to ensure the right to food and to eradicate hunger and malnutrition, particularly among schoolchildren.

This framework focuses on food and nutritional security, incorporating a gender perspective, and promotes the establishment of national nutrition observatories and food surveillance systems. In Peru, the Wasi Mikuna program (formerly known as Qali Warma) is implementing a new economic subsidy modality for school feeding, with the involvement of management committees formed by mothers and other social actors.

Paraguay – DINAVISA streamlines the procedures for the Sanitary Registration of imported food products from Argentina

The National Directorate of Sanitary Surveillance (DINAVISA in Spanish) has issued the “RESOLUTION DINAVISA N° 261, which regulates the simplified process for the issuance and renewal of the Sanitary Registration Certificate fo Food Products (R.S.P.A. in Spanish) under the automatic sanitary notification modality, in compliance with the agreement of the National Administration of Medicines, Foods and Medical Technology (ANMAT in Spanish) and DINAVISA.

Mexico – The deadline for the implementation of the second phase has been extended, and the start of the third phase regarding complementary nutritional information (NOM-051-SCFI/SSA1-2010) in food labeling has been updated

The Ministry of Economy has published in the Official Journal of the Federation (DOF in Spanish) the “Agreement to extend the deadline for the second phase and to update the start of the third phase established in the Second Transitional Article of the Modification to the Official Mexican Standard NOM-051-SCFI/SSA1-2010, General specifications for labeling of prepackaged non-alcoholic food and beverages – Commercial and health information, published on April 5, 2010, and published on March 27, 2020.

AGREEMENT
SOLE. The deadline for the second phase is extended and the start of the third phase established in the Second Transitional Article of the Modification to the Official Mexican Standard NOM-051-SCFI/SSA1-2010, General specifications for labeling of prepackaged non-alcoholic food and beverages – Commercial and health information, published on April 5, 2010, and published on March 27, 2020, is updated as follows:
SECOND. For the calculation and evaluation of the values and profiles related to the complementary nutritional information, THREE distinct PHASES will be progressively established, the last of which will be verified starting January 1, 2028, as follows:

SECOND PHASE. From October 1, 2023, to December 31, 2027 (4 YEARS and 3 MONTHS), the calculation and evaluation of the complementary nutritional information will be carried out with the following criteria and values:

Brazil – ANVISA updates the Guide on functional claims for nutrients fully recognized on packaged food labels

The National Health Surveillance Agency (ANVISA in Portuguese) has released TECHNICAL NOTE No. 43/2025/SEI/COPAR/GGALI/DIRE2/ANVISA (Process No. 25351.808090/2024-14) – an updated guide regarding the Function claims of nutrients with fully recognized functions on packaged food labels.

This Technical Note revises the guidelines concerning the use of Function claims for nutrients with fully recognized functions in the labeling of packaged foods. These guidelines were developed in response to identified gaps in the current regulations, recurring inquiries received by the General Food Directorate (GGALI in Portuguese), and the necessity to provide guidance for the implementation of sanitary control measures for food, particularly in light of recent changes in the regulatory framework governing food regulation under the jurisdiction of the National Health Surveillance System (SNVS in Portuguese).
