Argentina – ANMAT updates the Argentine Food Code on cellulosic materials in contact with food

The National Administration of Medicines, Food and Medical Technology (ANMAT in Spanish) thru Joint Resolution No 9/2026, incorporated the Argentine Food Code into GMC Resolution No. 26/22 of MERCOSUR, which modifies the Technical Regulation on Cellulosic Materials, Containers, and Equipment Intended to be in Contact with Food.

Among the main modifications:

Point 2.15.1 of Part I of Article 186 bis of the Argentine Food Code is replaced, establishing that the pigments and colorants used in cellulosic materials intended for contact with food must not migrate, in accordance with the procedure established in the BS EN 646 standard – Paper and board intended to come into contact with foodstuffs – Determination of color fastness of dyed paper and board. Likewise, they must comply with grade 5 of the gray scale provided in said standard.

The Joint Resolution also establishes a period of one hundred eighty (180) consecutive days, counted from its publication in the Official Gazette of the Argentine Republic, for companies to adapt their products and processes to the new technical requirements.

With this measure, Argentina continues to strengthen the update of its regulatory framework regarding materials in contact with food, aligning it with regional technical standards and promoting higher levels of safety and commercial integration.

Argentina – ANMAT simplifies and unifies the tariff charged for the importation of food and food inputs

The National Administration of Medicines, Food and Medical Technology (ANMAT in Spanish) decided to replace the regime of tariff scales paid by companies importing food and materials that may be in contact with them, such as packaging, with a single rate of 0.5% of the FOB value of the good acquired abroad.

This was so decided by this Administration through Provision No 4538/2025, which was published on Friday, June 27 in the Official Gazette, effective 30 days after its publication.

The revision and modification of the tariff regime applicable to import procedures before the National Food Institute (INAL in Spanish) aims at promoting regulatory simplification, administrative efficiency and greater economic equity in tariff procedures related to imported food products.

The current system of scale tariffs generates distortions in terms of proportionality with respect to the declared value of the goods. Indeed, under the current system, situations may arise in which the tariff to be levied is higher than the FOB value declared or represents a disproportionate percentage in relation to it.

Argentina – Updated fees for procedures related to food and supplements

The National Administration of Medicines, Food and Medical Technology (ANMAT in Spanish), by means of Disposition 25/2024, updated the amounts of the fees that will accrue for procedures related to food products, dietary supplements, food for specific medical purposes, establishments, packaging, import/export, laboratory analysis, authentications and federal network of laboratories.
