Brazil – MAPA calls for a public hearing to discuss the proposal to regulate plant products of animal origin

The Ministry of Agriculture and Livestock (MAPA in Portuguese), through Ordinance SDA/MAPA No 1.176, called for a public hearing to review the proposed regulation of plant products analogous to animal products.

The proposed ordinance under review aims to establish minimum identity and quality requirements for plant products analogous to products of animal origin.

Analogous plant product: food product, including beverages, formulated with raw material of plant, algal or fungal origin or a mixture of these and which has a counterpart of animal origin regulated by the Ministry of Agriculture and Livestock.

Colombia – Provisional suspension of Resolution 810/21, on food labeling for human consumption, is denied

The elements of articles 16, 25 and 32 of Resolution 810 of 2021, which establishes the technical regulation on the nutritional and front labeling requirements that must be met by packaged foods for human consumption, lost enforceability and are not producing effects, according to the amendments made by Resolution 2492 of 2022, so the provisional suspension of these provisions is not appropriate.

The Council of State specified that the measure does not proceed with respect to article 33 of the challenged resolution because the request does not comply with the requirements of articles 229 and 231 of the CPACA, which require that it must be duly supported by the legal reasons that lead to its decree, that is, because it does not state its confrontation with specific rules of the legal system that are alleged to have been violated or with the evidence provided.

Brazil – New edition of the food library published

The National Health Surveillance Agency (ANVISA in Portuguese) announces the publication of the updated edition of the food library September 2024. This document gathers all the current standards for a given macro-topic, divided by themes. The objective is to facilitate the access and knowledge of the Regulatory Stock to the internal and external public, as well as to improve the process of elaboration and revision of regulations.

The aim is to ensure the safety and quality of food, including beverages, packaged water, ingredients, raw materials, food additives and technological aids, materials in contact with food, contaminants, residues of veterinary medicines, labelling and technological innovations in food products.

Dominican Republic – DIGEMAPS publishes draft Regulation governing the sanitary inspection of meat, meat products and other products of animal origin in the Dominican Republic

The Directorate General of Medicines, Food and Health Products (DIGEMAPSin Spanish) has published a draft regulation regulating the sanitary inspection of meat, meat products and other products of animal origin. The notified regulation establishes rules for the sanitary inspection of meat, meat products, poultry, eggs in shell, egg products and aquaculture and of establishments engaged in the slaughter, processing, transformation and storage of products and by-products of animal origin, poultry, aquaculture products, eggs in shell and eggs in shell and egg products, in order to ensure the safety of food intended for domestic consumption and for export and import.

Argentina – Incorporated amendments on identity and purity specifications for food additives

The Ministry of Health Secretariat of Health Quality and Secretariat of Bioeconomy has published Joint Resolution 12/2024, which updates the specifications of identity and purity of several food additives described in Article 1398 of the Argentine Food Code.

On the purity specifications, the specifications for heavy metals provided by the EU are also incorporated, since several additives include restrictions for more metals than those specified by JECFA.

It was agreed not to include in the detailed specifications the functions assigned to each additive, since these are described in Resolution GMC No. 11/06, MERCOSUR Technical Regulation on “Harmonized General List of Food Additives and their functional classes”, which is currently under revision within MERCOSUR.
